HUD Letter on 2022 HCV Program Renewal Awards

In a letter to PHA executive directors on January 18, HUD provided important information and guidance about planning 2022 budgets for the Housing Choice Voucher program. Read article

 

HUD Publishes Section 3 Guidebook

This new resource is intended to help HUD grant recipients, subrecipients, contractors, and Section 3 business that manage or implement the Section 3 provisions. In addition to the latest tools and resources for applying these provisions to HUD-funded projects and activities, the guidebook includes information on implementing the requirements of the Section 3 final rule that went into effect November 30, 2020. HUD Publishes Notice to Extend Length of Housing Support to Foster Youth

In a notice in the Federal Register, HUD implements and provides guidance on the provisions of the Fostering Stable Housing Opportunities (FSHO) amendments to the Family Unification Program. Under FSHO, former foster youth may receive up to 60 months of voucher assistance. Eligible youth include those participating in family self-sufficiency programs, and those in specific situations precluding their participation in such programs. HUD Announces Relief from Requirements to Assist with Disaster Recovery

In a notice published in the Federal Register on Jan. 5, HUD announced certain waivers and flexibilities available to assist PHAs in their recovery and relief efforts for families affected by presidentially declared disasters. Read article

 

USICH Releases Guidance for Communities on Using American Rescue Plan Act Resources to Address Homelessness

The United States Interagency Council on Homelessness released guidance illustrating how Louisville Metro Government, the Austin and Travis County housing authorities, and Harris County Health System used ARPA resources to address the needs of people who are currently unsheltered or at risk of becoming so. HUD Announces $9 Million Loan Guarantee to Cleveland for Development with Nearly 200 Housing Units, Grocery Store

The City of Cleveland, OH is developing a mixed-use site that includes nearly 200 housing units and a 40,000 square foot grocery store. The $9 million loan guarantee assistance was awarded through the Section 108 Loan Guarantee Program, which lets CDBG recipients access flexible financing for economic development, housing, public facility, and infrastructure projects. Today, Dec. 20, Is the Deadline to Submit CARES Act Waiver Adoption Information

Per HUD’s Notice PIH 2021-33, all PHAs must enter information to the CARES Act Waiver Reporting Tool (CAWRT) no later than today, Monday, Dec. 20, 2021. This includes those that did not adopt the discretionary COVID-19 waivers, although there is an expedited reporting process in place for these PHAs. Read article

 

PHAs May Apply for Expedited Regulatory Waivers for Public Housing and HCV Programs

In Notice PIH 2021-32, HUD’s Office of Public and Indian Housing advises PHAs that they may apply for certain regulatory waivers originally offered as part of the CARES Act. As long as a PHA follows the process set out by the notice, HUD will expeditiously respond to the request for these waivers. Read article

 

HHS and HUD Announce Expanded Partnership, New Housing and Services Resource Center

The US departments of Health and Human Services and of Housing and Urban Development are launching a national Housing and Services Resource Center (HSRC) as the hub of a coordinated federal effort to improve access to affordable housing and community-based supportive services. Goals include advancing equity for people with disabilities, older adults, and people experiencing homelessness. Read article

HUD Publishes Guidance on Navigating CARES Act Waiver Expiration

This new webpage offers a collection of guidance documents on the forthcoming expiration of CARES Act waivers. Each document provides direction to ensure compliance in a specific aspect of PHA operations, addressing verification, inspections, occupancy policies, and other topics. Read article

 

HUD Posts FAQs for PHAs on Federal Vaccine Requirements

Last week, HUD made available an FAQ about the recent executive orders and OSHA ETS establishing workplace requirements for COVID-19 safety and vaccination. The four questions answered are whether PHAs: 1.) are considered a federal contractor for purposes of the vaccine mandate (it depends on the programs administrated by the PHA); 2.) can require residents to be vaccinated (they cannot); 3.) will be subject to the OSHA employer mandate if they employ more than 100 people (it’s likely); and 4.) can choose to implement a vaccine mandate if not subject to the OSHA ETS (resources are provided). HUD Creates EHV Data Dashboard

The new EHV Dashboard provides daily updates on leasing, issuances, and unit utilization for the EHV program, as well as data on voucher awards and funding by PHA. Users can view data at the national, network, region, field office, state, or PHA level. HUD explains how to access and use the dashboard in a document titled “EHV Data Dashboard User Guide and Data Dictionary,” which also provides an explanation of the terms, tables, and charts. New Public Housing Resources and Training Available

New resources and training are available on the HUD Exchange to support PHAs and their partners in developing and administering their public housing and voucher programs. Recent additions include the Public Housing Resident Organizing and Participation Toolkit in English and Spanish, NSPIRE Online Training, and a guidebook and webinar on strategies for assisting people experiencing homelessness. Treasury Releases ERA1 Reallocation Resources

NLIHC summarizes a letter published by U.S. Department of the Treasury Deputy Secretary Wally Adeyemo, announcing timelines and priorities for the Emergency Rental Assistance reallocation process.
