Notice PIH 2022-26: Registration of Interest (ROI) for HUD-VASH Vouchers

This notice describes the requirements for PHAs interested in requesting Veterans Affairs supporting housing vouchers under the 2022 appropriations act. Revisions from the 2021 ROI process include an exception for PHAs with a documented plan to project-base these vouchers (see Section 6.a.) and a new online ROI form. Read notice

 

Notice PIH 2022-25: Voluntary Reallocation or Recapture of HUD-VASH Vouchers

This notice establishes the processes under which a PHA can be approved to voluntarily reallocate HUD-VASH vouchers and associated funding to another PHA in the same Veteran Affairs Medical Center catchment area. Read notice

 

Notice PIH 2022-24: Stability Voucher Program

This notice explains HUD’s noncompetitive allocation strategy and program requirements for the new Stability Voucher program. HUD is awarding funds to support about 4,000 new incremental vouchers to assist households experiencing or at risk of homelessness, or fleeing domestic violence, human trafficking, and related situations. To be eligible for an allocation, PHAs must currently administer an HCV program. Read notice

The NOFA makes available renewal funding for FSS coordinator salaries to recipients of 2019-2021 grants; PHAs who have not received FSS grants in that time period, as well as PBRA owners, are eligible for funding after renewals have been funded. Read article

 

New Options to Increase Housing Choice Voucher Payment Standards

The National Housing Law Project and the Poverty & Race Research Action Council have issued a resource providing tips for increasing voucher payment standards by making the voucher program more affordable to households. Read article

HUD Multifamily Publishes Streamlining Management and Occupancy Review (MOR) Final Rule

In a recent final rule effective September 26, 2022, HUD’s Office of Multifamily Housing Programs amended Project-Based Section 8 regulations concerning MOR scheduling. Going forward, a property’s risk-rating and previous score will determine whether the property’s next MOR will be scheduled within 12, 24, or 36 months of its previous MOR. Read article

HUD, VA Announce $10.4 Million Funding Opportunity for Rehabilitation of Low-Income Veterans’ Homes

HUD and VA are making available $10.4 million through the Veterans Housing Rehabilitation and Modification Pilot Program (VHRMP) for the rehabilitation of homes of veterans with low incomes and disabilities. Grants will be competitively awarded in amounts of up to $1 million each to selected applicants; HUD expects to make approximately 10 awards from the funds available under the Notice of Funding Opportunity (NOFO). HUD Publishes Section 3 Guidebook

This new resource is intended to help HUD grant recipients, subrecipients, contractors, and Section 3 business that manage or implement the Section 3 provisions. In addition to the latest tools and resources for applying these provisions to HUD-funded projects and activities, the guidebook includes information on implementing the requirements of the Section 3 final rule that went into effect November 30, 2020. HUD Publishes Notice to Extend Length of Housing Support to Foster Youth

In a notice in the Federal Register, HUD implements and provides guidance on the provisions of the Fostering Stable Housing Opportunities (FSHO) amendments to the Family Unification Program. Under FSHO, former foster youth may receive up to 60 months of voucher assistance. Eligible youth include those participating in family self-sufficiency programs, and those in specific situations precluding their participation in such programs. HUD Announces $9 Million Loan Guarantee to Cleveland for Development with Nearly 200 Housing Units, Grocery Store

The City of Cleveland, OH is developing a mixed-use site that includes nearly 200 housing units and a 40,000 square foot grocery store. The $9 million loan guarantee assistance was awarded through the Section 108 Loan Guarantee Program, which lets CDBG recipients access flexible financing for economic development, housing, public facility, and infrastructure projects.
