New Public Housing Resources and Training Available

New resources and training are available on the HUD Exchange to support PHAs and their partners in developing and administering their public housing and voucher programs. Recent additions include the Public Housing Resident Organizing and Participation Toolkit in English and Spanish, NSPIRE Online Training, and a guidebook and webinar on strategies for assisting people experiencing homelessness. Treasury Releases ERA1 Reallocation Resources

NLIHC summarizes a letter published by U.S. Department of the Treasury Deputy Secretary Wally Adeyemo, announcing timelines and priorities for the Emergency Rental Assistance reallocation process. HUD Publishes New 2021 Limits for HOME Maximum Per-Unit Subsidies

HUD has adjusted the basic statutory mortgage limits for Multifamily Housing Programs for 2021. These limits are effective for the HOME Program from September 9 until HUD publishes the basic statutory limits for 2022 in the Federal Register. Read article

 

Notice PIH 2021-29 Provides Supplemental Guidance to the Interim Final Rule “Extension of Time and Required Disclosures for Notification of Nonpayment of Rent”

Following up on the recent requirement that HUD-subsidized properties provide 30 days’ notice with information about emergency rental assistance before evicting tenants for nonpayment of rent, HUD has provided further information for multifamily and public housing programs, as well as sample language for informing tenants of their rental assistance options. Study Examines Impact of HUD’s Rental Assistance Demonstration on Tenants

An article in Cityscape examines short-term tenant outcomes in HUD’s RAD program, finding that overall, tenants reported either a positive or neutral experience and were generally satisfied with PHA communication and management. 3 Housing Authorities whose Resident Services Astounded us in 2020

We would like to highlight two more winners of the 2021 NMA Housing Awards—our Resident Service awardees—as well as one other agency whose work impressed us.

East Baton Rouge Parish, LA steps up

For one southern city, last year, during the height of the pandemic, necessity was the mother of invention.

The idea for the Beds for Babies/Beds for Kids program began when a member of the E. Baton Rouge Parish Housing Authority maintenance team noticed children’s bedrooms without beds and asked if he could purchase the wood and supplies to build a bed for these children. This problem of infants and young children sleeping on the floor or co-sleeping with parents and siblings was elevated to Director J. Daniels and the entire staff of the EBRPHA. Turns out under the financial stress of COVID-19 some new parents were struggling to buy these pricey items.

Director Daniels and his team found that 50 children had been sleeping with their parents, on sofas or pallets.

HUD Takes Additional Steps to Free Up Long Awaited Disaster Recovery Funds for Puerto Rico and USVI

A Federal Register notice published June 21 governs the use of $2 billion in CDBG-DR funds for electric power system enhancements and improvements for Puerto Rico and the US Virgin Islands. The funds provide a significant opportunity for these territories to mitigate disaster risks to their power systems and simultaneously improve their reliability. Read article

 

Secretary Fudge Outlines HUD Actions to Address Reentry Housing Needs and Increase Public Safety

In a letter to public housing authorities and other agencies, Secretary Fudge discusses the steps HUD is taking to improve housing access for citizens exiting prisons and jails, as well as others with criminal records. These steps include the clarification that returning citizens at risk of homelessness are eligible for emergency housing vouchers funded by the American Rescue Plan. Read article

HUD PIH updates CDC Eviction Moratorium FAQs

On May 26, 2021, HUD posted updates to its "Centers for Disease Control and Prevention (CDC) Eviction Moratorium FAQs for HUD’s Office of Public and Indian Housing (PIH)." The updated document includes changes to nine Frequently Asked Questions along with a new section addressing “PHA Round 5 COVID FAQs.” Read more

HUD Exchange posted the CDBG-CV Toolkit to assist grantees’ ongoing identification and implementation of CDBG-CV program activities that best serve their communities. The toolkit will be continually updated as more CDBG-CV resources and webinar recordings are published. Read more

This user-friendly tool summarizes key components of the Community Development Block Grant CARES Act as they relate to State CDBG-CV program implementation and gives grantees an overview of the overall alternative requirements and flexibilities granted in Federal Register Notice F.R. 6218-N-01.
