HUD has adjusted the basic statutory mortgage limits for Multifamily Housing Programs for 2021. These limits are effective for the HOME Program from September 9 until HUD publishes the basic statutory limits for 2022 in the Federal Register. Read article

 

Notice PIH 2021-29 Provides Supplemental Guidance to the Interim Final Rule “Extension of Time and Required Disclosures for Notification of Nonpayment of Rent”

Following up on the recent requirement that HUD-subsidized properties provide 30 days’ notice with information about emergency rental assistance before evicting tenants for nonpayment of rent, HUD has provided further information for multifamily and public housing programs, as well as sample language for informing tenants of their rental assistance options. HUD Publishes Notice on Flat Rent Submission Requirements

Notice PIH 2021-27, “Updates to Flat Rent Submission Requirements,” supersedes and replaces the guidance provided in Notice PIH 2017-23, clarifies HUD’s interpretation of the statutory amendment related to flat rents, and updates flat rent exception and extension request requirements, including review criteria for Form HUD-5880. The notice also serves as supplemental guidance to the streamlining final rule published in March 2016. Read article

 

HOME-ARP Implementation Notice and Fact Sheets Now Available

In Notice CPD-21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program, HUD establishes requirements for funds appropriated to provide homelessness assistance and supportive services under the American Rescue Plan Act of 2021. HUD has also issued a series of HOME-ARP Implementation Notice Fact Sheets to help communities across the country create affordable housing and services for people experiencing or at risk of homelessness. HUD Announces Availability of More than $180 Million in COVID-19 Supplemental Funding for Multifamily Property Owners Participating in Assisted Housing Programs

HUD has opened a new application period for owners of multifamily housing for low-income elderly, persons with disabilities, and Section 8 contracts to apply for funds to cover costs to prevent and respond to COVID-19. More than $180 million is available to support expenses for protecting residents and staff from the coronavirus. HUD has also provided certain flexibilities to facilitate more robust use of funds. HUD PIH announced Emergency Housing Voucher allocation amounts

On May 10, HUD’s Office of Public and Indian Housing informed 696 PHAs on how many Emergency Housing Vouchers (EHVs) each is eligible to receive. EHVs are intended to assist individuals or families experiencing homelessness or those at risk of homelessness. They can also be used for those fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking. Read more

 

US Department of Treasury updated documents

On May 7, the Treasury posted an ERA Fact Sheet titled, "The Biden-Harris Administration Announces Enhanced Efforts to Prevent Evictions and Provide Emergency Assistance to Renters." The Treasury also updated its ERA FAQs and Grantee Award Terms for ERA 2. Read more

 

HUD awarded $51 million to clean up lead hazards in public housing

On May 11, HUD awarded nearly $51.4 million to 25 PHAs in 19 states. The funds will be used to identify and reduce lead-based paint hazards in thousands of older public housing units currently occupied by families with young children. Read more

HUD released the 2020 Annual Homeless Assessment Report Part 1

Key findings include a 2.2% rise from 2019 in people experiencing homelessness on a single night, veteran homelessness did not decrease in 2020, youth homelessness saw a 2.2% decrease from 2019, African Americans and indigenous people (including Native Americans and Pacific Islanders) were considerably overrepresented among the homeless population, and 23% of all people experiencing homelessness were Hispanic or Latino. Read more

 

The U.S. Department of the Treasury released a revised Emergency Rental Assistance (ERA) FAQ document

Revised on March 16, 2021, the updated document includes guidance on the following topics, rental security deposits, hotel and motel stays, rent-to-own agreements, and manufactured housing. Read more

The reports include Post 2011 HOME Activities Reports, Post 2011 HOME Homebuyer Activities Report, HOME PJs Open Activities Reports, HOME PJs Vacant Units Reports, HOME Grant Specific Commitment and Disbursement Summary Report, and HOME Deadline Compliance Status Reports.
