HUD Clarifies How to Calculate Student Financial Assistance

In a recent HCV Connect newsletter, HUD outlines updates from the Consolidated Appropriations Act, 2026, which direct PHAs to calculate student financial assistance the same way for all public housing and HCV families, regardless of dependent children. PHAs are to follow instructions in Notice PIH 2023-27, Section G. 16. c and disregard the instructions in Section G. 16. d, which no longer apply. Read more

FSS Annual Report Survey Now Available

The 2026 FSS Annual Report Survey must be completed online by April 10. HUD will use the collected data to understand how PHAs and PBRA properties are implementing their FSS programs, highlight best practices, and identify areas for improvement. Information may also be used as part of HUD’s funding determination under the FY 2026 FSS funding notice. Read more

HUD Releases HOTMA-Compliant Sample Forms

New sample forms include templates for applications, reexaminations, and verifications for use across public housing, HCV, and PBV programs. The forms are designed to be ready to use with minimal edits, but may be customized. Read more
