HUD Updates Flat Rent Exception Request Submission Requirements

Notice PIH 2022-33 applies to the Public Housing program. This notice supersedes the guidance provided in Notice PIH 2021-27 related to flat rents and supplements the streamlining final rule published in 2016. Read notice

 

HUD Publishes 2023 OCAFs

Operating cost adjustment factors (OCAFs) for project-based assistance contracts for eligible multifamily housing projects with anniversary dates on or after February 11, 2023 have been established in a recent Federal Register notice. Read article

 

HUD Releases 2023 Public Housing Management Fee Table

HUD’s Financial Management Division has released the Calendar Year 2023 80th percentile management fees for public housing. The schedule includes a table for PHAs with a central office cost center and a table for those without. Read article

HUD Multifamily Publishes Streamlining Management and Occupancy Review (MOR) Final Rule

In a recent final rule effective September 26, 2022, HUD’s Office of Multifamily Housing Programs amended Project-Based Section 8 regulations concerning MOR scheduling. Going forward, a property’s risk-rating and previous score will determine whether the property’s next MOR will be scheduled within 12, 24, or 36 months of its previous MOR. Read article

 

Treasury Releases Revised Guidance for Emergency Rental Assistance Programs

The US Department of the Treasury’s recently updated FAQ addresses payments made by multiple grantees, documentation and eligibility requirements, source-of-income protection laws, and accessibility. NLIHC reports on the changes. Read article

 

HUD, VA Announce $10.4 Million Funding Opportunity for Rehabilitation of Low-Income Veterans’ Homes

HUD and VA are making available $10.4 million through the Veterans Housing Rehabilitation and Modification Pilot Program (VHRMP) for the rehabilitation of homes of veterans with low incomes and disabilities. Grants will be competitively awarded in amounts of up to $1 million each to selected applicants; HUD expects to make approximately 10 awards from the funds available under the Notice of Funding Opportunity (NOFO). HUD Posts Semiannual Regulatory Agenda

The Office of Information and Regulatory Affairs has made available its semiannual regulatory agenda. The agenda for HUD includes a proposed reauthorization of VAWA, a final rule on reporting requirements for lead-based paint hazards, and much more. See agenda

 

HUD PIH Provides Guidance on Using Voucher Administrative Funds to Help Households Lease Units

Notice PIH 2022-18 provides guidance to PHAs that use HCV Administrative fee fund allocations for non-traditional “other expenses” to help households with vouchers successfully lease homes. Because the Consolidated Appropriations Act of 2022 provides funding for other expenses than typical HCV administrative activities, PIH has revisited its previous guidance on eligible use of such fees. OCI Posts 2023 Cap Fund Certification Schedule

HUD’s Office of Capital Improvements has announced that in preparation for the calculation of FY 2023 Capital Fund grant awards, the annual PIC certification process will run July 5-August 25, 2022. The reporting date is June 30. See announcement

HUD’s 196-page PDF compiles all chapters and materials previously released, sharing strategies (with a range of cost and complexity) PHAs can use to improve landlord participation in the Housing Choice Voucher Program. Read handbook

 

HUD Publishes New PH Data Dashboard

The new Public Housing Data Dashboard shares information relevant to public housing across the US. The dashboard shows resident characteristics; unit occupancy trends; scores from the Public Housing Assessment program; and information about funding, eligibility, and energy use. Viewers can sort and filter data by region, PHA, and more. See dashboard

 

HUD Issues New Civil Rights Guidance on Marketing and Application Requirements for Subsidized Multifamily Properties 

HUD’s Office of Fair Housing and Equal Opportunity has released marketing guidance and an implementation sheet on compliance with Title VI of the Civil Rights Act in marketing and application processing. Read article

PIH Extends Deadline to Apply for Expedited Regulatory Waivers

Notice PIH PIH 2022-04 extends the deadline to apply for an expedited waiver to April 1, 2022. While no additional extensions will be issued (according to the document), PHAs may continue to request regulatory waivers after the deadline; they will simply not be subject to the expedited process. HUD Announces VMS Updates

HUD’s Financial Management Center recently advised PHA directors of upcoming changes to fields in the Voucher Management System (VMS). The updates, to be released March 25, 2022, will revise the names of existing fields, and add and delete others. Field changes are reflected in the updated VMS User Manual Quick Reference sent with the email. Read updated manual
