PIH Issues Notice on OpFund Shortfall Funding from FFY 2022 Appropriations

Notice PIH 2022-17, titled “Implementation of Public Housing Operating Fund Shortfall Funding from Federal Fiscal Year (FFY) 2022 Appropriations,” provides guidance on eligibility, the application process, and other requirements for funding set aside by the 2022 Appropriations Act to assist PHAs experiencing or at risk of financial shortfalls. New online and phone technology will help consumers seeking housing counseling to find information more easily. Enhanced online search capability in English and Spanish includes improved navigation and search options, smartphone capability, and map integration. HUD Posts FSS Final Rule Materials

Following the May 17 publication of a new final rule announcing changes to the Family Self-Sufficiency program, HUD has posted new materials on the FSS webpage. These include a summary of the changes and a list of further resources you can expect to see as they become available. See resources

 

Vermont Increases Funding for Affordable Housing and Passes Bills to Protect Renters and Address Systemic Racism in Housing

The state of Vermont recently passed important pieces of legislation increasing funding for the Vermont Housing and Conservation board as well as the Vermont Housing Improvement Program. Additionally, the Rental Housing Safety Bill provides improved ways to address unsafe building conditions, and a Housing Omnibus bill aims to reduce discrimination in housing programs. HUD Publishes Updates to Seven NSPIRE Standards

REAC has published updates to seven inspection standards under the new physical inspection model, NSPIRE, related to call-for-aid systems, carbon monoxide alarms, fire-labeled doors, exit signs, fire extinguishers, HVAC, and mold. The NSPIRE standards webpage includes a summary of changes. These standards may be updated again before HUD implements a final rule. Read article

 

HUD Takes Action to Expand Broadband to Low-Income Households

HUD has clarified that receiving benefits from the Affordable Connectivity Program (ACP) associated with the Bipartisan Infrastructure Law does not count as income for determining family rent and does not impact a household’s eligibility for HUD assistance. Read article

New guidance from FHEO explains how Title VI of the Civil Rights Act of 1964 applies to processes in HUD-assisted multifamily properties, included PBRA housing. The document outlines how certain practices can perpetuate segregation and other issues of discrimination, and provides suggestions for implementing more inclusive practices. PIH Issues Fourth MTW Cohort Notice

Notice PIH 2022-11 addresses the application process of the fourth cohort—asset building—of the Moving to Work (MTW) expansion. The asset building cohort will include 30 high performing PHAs, selected from eligible applicants, with under 6,000 HCV and public housing units combined. Read notice

 

Illinois General Assembly Passes Source-of-Income Fair Housing Protections

With the passage of HB 2775, Illinois becomes the twentieth US state to provide legal protection against discrimination for people seeking housing with nonwage income. The Bronx’s Co-op City to Receive $124 Million for Repairs and Upgrades for 45,000 Residents

HUD, NYC Housing Development Corporation, and other involved parties have closed on the refinancing of Co-op City’s HUD loan, which will maintain long-term housing quality and affordability for residents of the unique affordable housing cooperative in the Bronx. Read article

HUD Publishes New PH Data Dashboard

The new Public Housing Data Dashboard shares information relevant to public housing across the US. The dashboard shows resident characteristics; unit occupancy trends; scores from the Public Housing Assessment program; and information about funding, eligibility, and energy use. Viewers can sort and filter data by region, PHA, and more. See dashboard

 

HUD Issues New Civil Rights Guidance on Marketing and Application Requirements for Subsidized Multifamily Properties
