HUD Updates HOTMA Guidance on Interim Reexaminations

Notice PIH 2026-09 provides updated guidance on sections 102 and 104 of HOTMA. PHAs and owners are now required to conduct interim reexaminations of income and household composition whenever a household adds or removes a member, regardless of what, if any, impact the change may have on the family’s income. HUD Updates Implementation Guidance on Sections 102 and 104 of HOTMA

In connection with the above changes, HUD has revised Notice PIH 2023-27/H 2023-10 to update guidance for PHAs and multifamily housing owners on income reexaminations and asset limitations. Read more

 

HUD Proposes Revisions to Equal Access Rule

HUD has published a prepublication copy of a proposed rule to remove the definitions of gender and gender identity from HUD regulations, to be replaced with sex, and permit housing providers with sex-specific facilities to require evidence of an individual’s sex. Read more

 

PIH Issues Operating Fund Shortfall Funding Notice

Notice PIH 2026-10, “Implementation of Public Housing Operating Fund Shortfall Funding from Federal Fiscal Year 2026 Appropriations,” provides guidance on the $337 million set aside by the 2026 Appropriations Act, eligibility, the application process, and other requirements for participating in the program. HUD Removes Shelter Plus Care and Supportive Housing Regulations

Through an announcement in the Federal Register, HUD’s Office of Community Planning and Development has announced that it will remove Shelter Plus Care and Supportive Housing regulations from Title 24 of the Code of Federal Regulations, as both programs have been consolidated into the Continuum of Care program.
