Notice PIH 2022-38 provides supplementary reporting guidance to Notice PIH 2022-10 on the implementation of the Section 3 final rule. This new information on tracking and reporting requirements delays the compliance date until further notice; clarifies that PHAs won’t be able to, and are not required to, report on certain Section 3 compliance efforts until the successor system to SPEARS is available; and explains that PHAs must retain on-site records of Section 3 activities and be prepared to provide them to HUD on request. HUD has released to Congress Part 1 of its Annual Homeless Assessment Report. While the report shows a small (.3%) increase in the number of people experiencing homelessness from 2020 to 2022, homelessness decreased among youth, veterans, and families. Read article
