Q&A: Notice PIH 2013-03
QUESTION I'm looking for PHAs that do not do interims (at least upwards) when a family's income changes. With the latest PIH notice indicating we can use past income instead of future earnings, we are trying to work out the details of how we can implement. I know there are housing authorities that have successfully implemented somewhat of a "no changes" policy, so I would love to talk to some of them to get ideas.
ANSWER We outlined the basics of Notice PIH 2013-03 in a recent blog post, and we're expecting clarification and additional guidance on several points. HUD has told us that FAQs should be published soon. We plan to discuss Notices PIH 2013-03 and 2013-04 in greater detail in the upcoming February/March issue of the Housing Resource Newsletter.
