HUD seeks public comment on proposed RAD instructions
The Department of Housing and Urban Development (HUD) issued PIH 2012-18 this morning.
The new notice proposes instructions for the Rental Assistance Demonstration (RAD) program, including eligibility and selection criteria, and requests public comment on the instructions no later than April 9th.
All aspects of the RAD instructions are up for comment, but the following components are of particular interest:
- The selection criteria in sections 1.12 and 2.3.10
- The proposed cap on Mod Rehab conversions in section 2.3.10.A
- The provisions on contract rents in sections 1.7.B.5, 1.8.A.5, 2.3.5.B.2, and 2.3.6.A.3
- The provision making conversion contingent upon a firm financing plan in sections 1.13 and 2.3.11
- The provisions on resident notification and consultation in sections 1.9 and 2.3.7
- The provisions on rent adjustments in sections 1.7.B.6, 1.8.A.6, 2.3.5.B.3, and 2.3.6.A.4
- The provisions addressing capital needs and encouraging preservation in sections 1.5 and 2.3.3
- The provisions on public housing mixed-finance projects in sections 1.5, 1.10.3, and 1.12.B
- The waiver provisions in sections 1.6, 2.3.5, 2.3.6, 2.43, and 3.5
- The requirement to convert all units in a project
- The provisions on choice and mobility in sections 1.9, 1.12.F, 2.3.6.C.4, and 2.3.10.E
