Notice PIH 2024-27 provides supplementary guidance on operating subsidy incentives to promote energy conservation with energy performance contracts (EPCs). The notice discusses the process and requirements, how PHAs can benefit from EPC incentives and savings, and important policy clarifications, refinements, and modifications from previous notices. Notice PIH 2024-29 informs PHAs that HUD’s Office of PIH will apply a second offset to some CY 2024 HAP renewal funding allocations based on excess amounts in the HAP reserves, with the intention of preventing terminations due to funding shortfalls. Read more

HUD’s Office of PIH has issued a corrected version of Notice PIH 2022-24 to remove the words “recently homeless” from the sample certification in Attachment I, as households with the status of “recently homeless” are not eligible for Stability Vouchers. Read more
