PIH Updates Guidance on Energy Performance Contracts

Notice PIH 2024-27 provides supplementary guidance on operating subsidy incentives to promote energy conservation with energy performance contracts (EPCs). The notice discusses the process and requirements, how PHAs can benefit from EPC incentives and savings, and important policy clarifications, refinements, and modifications from previous notices. HUD to Apply Second Offset Based on Excess HAP Reserves

Notice PIH 2024-29 informs PHAs that HUD’s Office of PIH will apply a second offset to some CY 2024 HAP renewal funding allocations based on excess amounts in the HAP reserves, with the intention of preventing terminations due to funding shortfalls. Read more

 

Revised Implementation of HUD-VASH Program Published in Federal Register

A notice in the Federal Register sets forth the policies and procedures for administration of HUD-VASH vouchers with new program flexibilities and requirements. The notice includes updated policy based on implementation of HOTMA. Read more

 

HUD Revises NSPIRE-V Administrative Procedures Notice

Notice PIH 2024-26 finalizes the administrative procedures of NSPIRE for the HCV and PBV programs. This revised version of Notice PIH 2023-28, published last September, updates key dates and notification requirements. Read more

 

HUD Corrects Notice on Stability Voucher Program

HUD’s Office of PIH has issued a corrected version of Notice PIH 2022-24 to remove the words “recently homeless” from the sample certification in Attachment I, as households with the status of “recently homeless” are not eligible for Stability Vouchers. Read more
