The MTW Flexibility II Cohort tests the effects of MTW flexibilities on participating PHAs and residents, with a focus on administrative efficiency. The selected PHA must implement work requirements and/or term limits for non-elderly, non-disabled adults in its program within the first year of MTW designation.
