HUD Revises EHV and SV Payment Standard Requirements

Notice PIH 2026-20 removes a waiver that allowed PHAs to establish Emergency Housing Voucher or Stability Voucher payment standards between 90 and 120% of the applicable Fair Market Rent (FMR); the revision requires PHAs to follow basic range payment standard amounts of 90-110% of the FMR and to establish any higher exception payment standards in accordance with 24 CFR 982.503(d). HUD Proposes Changes to Title VI Disparate Impact Regulations

HUD published in the Federal Register a supplemental notice of proposed rulemaking to its January 2026 proposed rule on the Fair Housing Act’s disparate impact standard. The supplemental notice would remove Title VI provisions that impose disparate impact liability on HUD’s financial assistance recipients. Read more
