Tip #3: Know when EID applies.
The earned income disallowance (EID) does not apply to applicants on your PHA's waiting list. To qualify for the EID, an individual must be a program participant. Nothing in the regulations, however, states that they have to have been on the program for any specific length of time.
Many PHAs mistakenly believe that an individual has to be a program participant for a year or more. This is not the case. In other words, a person who moves into a public housing unit on Monday and gets a new job on Friday could qualify for the EID.
