John McKay has been with NMA since 1998, and has served as CEO of the company since 2007. He brings his knowledge of housing regulations and industry best practices into his role as project executive on many of NMA’s contracts with large housing authority clients and the Department of Housing and Urban Development (HUD). He has assessed, analyzed, and provided feedback to some of the country’s most well-run private and public organizations.

It's been a while since I've written for the blog, so I wanted to take this opportunity to share some news about what NMA has been up to over the past few months:

  • As you know, the Rental Assistance Demonstration (RAD) is one of HUD's largest new initiatives. If your agency is participating, we can help with RAD relocation, conversion, and compliance. Email sales@nanmckay.com for more information.
  • We recently launched a brand-new class, RAD Project-Based Voucher Specialist, designed specifically for agencies transitioning their public housing units to PBV under RAD. You can sign up now for upcoming classes in Anaheim, CA, October 20–22; Charlotte, NC, December 2–4; Denver, CO, February 23–25; and Indianapolis, IN, March 29–31.
  • Our calendar of classes for the first quarter of 2016 has just been released. HUD recently issued several notices on flat rent, and all our public housing classes have already been updated to reflect that new guidance.

Deputy mayor to speak at NMA Housing Conference

Welcome from Mr. Russell Benford, Deputy Mayor of Miami-Dade County

Russell Benford serves as Deputy Mayor of Miami-Dade County, the largest county in the State of Florida and the eighth largest in the United States. He will address NMA Housing Conference attendees Monday, October 5, at the opening breakfast.

Mr. Benford uses his knowledge of growth management, capital planning and economic development to provide direct oversight to the Community Action and Human Services, Corrections, Fire, Juvenile Services, Medical Examiner, Police and Public Housing and Community Development departments.  Additionally, he serves as a liaison to the Miami-Dade Economic Advocacy Trust, Homeless Trust, and CareerSource South Florida.

Mr. Benford serves on the Board of Directors of the CAA Advisory Board, Miami-Dade Zoo Oversight Board, United Way, Miami Children’s Initiative, Early Learning Coalition, and the Youth Crime Task Force.

Russell is also actively involved in community organizations including 100 Black Men of South Florida and 5000 Role Models of Excellence.  He has recently been honored as a 2014 Community Pillar for his support of programs which positively impact the community and his commitment to public service.

Mr. Benford’s professional experience includes 20 years in government, having held positions as City Manager of North Miami from 2010-2011, the City Manager of West Park (in Broward County, Florida) from 2005-2010 and the Village Manager of Hawthorn Woods (Illinois) from 2000-2005. Prior to that, he has a background in Planning and Neighborhood Services with the City of Plano, Texas.

He earned a Bachelor of Arts degree from Oberlin College (Ohio), and a Master’s degree in Public Affairs from the University of Texas at Austin, where he concentrated in Public Administration and Management and was named a Woodrow Wilson Public Policy and International Studies Fellow.

Maria Velasquez is senior vice president of the Communications and Legislative Affairs Division for the San Diego Housing Commission (SDHC), a national leader in creating and preserving affordable housing. Through its programs and services, SDHC positively impacts the lives of approximately 125,000 low-income and homeless individuals annually.

As SDHC’s chief communications officer, Ms. Velasquez oversees internal and external communications, as well as creative services and community partnerships. Her legislative affairs responsibilities include developing communications strategies for the CEO’s positions on affordable housing legislation at the federal, state and local levels. John Achuff has been an NMA trainer for seven years and currently serves as manager of operations at a very large housing authority in the Midwest, overseeing 40 staff members and 14,000 housing vouchers. He possesses a broad base of program knowledge, having taught nearly every NMA seminar, with a focus on regulatory knowledge, program management, quality control, SEMAP, and single file audit. He will be presenting the following session at the 2015 NMA and GoSection8 Housing Conference.

Hands-on Learning for Active Solutions

The Best Defense Is a Good Offense: Strategies for Success in HCV Audits
Presenter, John Achuff

In this interactive session, we'll cover best practices for administering the HCV program in a manner that minimizes the number of audit findings and increases the chance of becoming a high performer under SEMAP. The strategies are broken into two categories: 1) how to prevent errors and increase accuracy the first time transactions are processed (offensive moves); 2) how to effectively develop a quality control program to detect errors on the back end (defensive moves).

In offensive moves, we'll focus on suggested criteria for hiring the best candidates, developing the right training program, using tools and technology to increase accuracy, and employing coaching techniques to improve performance of staff. In defensive moves, we'll discuss suggestions for developing an effective quality control program, using reports to detect errors and discrepancies in a more efficient way, establishing additional safeguards for the finance team, and preparing for audits. This session will give HCV directors, supervisors, and staff useful guidelines and expert tips to establish the right combination of offense and defense to foster success in the HCV program.
