HUD publishes proposed rule on demo/dispo

In the Federal Register today, HUD published a proposed rule on public housing demolition, disposition, and conversion. The rule would update regulations to comply with requirements of the Housing and Economic Recovery Act of 2008 (HERA), and would revise and clarify the current regulations. The proposed rule would also add requirements related to resident consultation, application processing, “and other requirements that have until now been placed in notices to PHAs.”

In addition to updating the regulations governing demolition/disposition of public housing properties, today’s 40-page notice would correct and clarify the definition of “conversion” of public housing. The regulations at 24 Code of Federal Regulations (CFR) Part 972 would be revised to match the statutory definitions of voluntary and required conversions. The rule would also reorganize the current regulations at 24 CFR Part 970.
